Is it illegal to draw or write on money?

Very often, I come across bank notes on which something is written - digits, drawings, mobile numbers, personal messages, someone's postal address or even too nasty remarks. It makes me irritated. Why do people do so? It certainly decreases usability of paper money as well as the note's life span. The digits are mostly written by bankers on bundles of notes. I don't know whether this a punishable offence under the Bangladesh Bank's Currency Counterfeiting Law, but in the USA, this is a crime. Bangladesh should follow the American example.
