‘Automate land record system’ to curb corruption

Speakers at a programme on Tuesday called for automating the land record system to ensure better coordination among government departments and scale up vigilance on the activities of revenue collectors, surveyors and brokers.

They also suggested that land officials take effective measures to provide service recipients with necessary information on record, mutation, registration, revenue etc through booklets to reduce their dependence on brokers.

The suggestions were made at a follow-up public hearing on services at land offices of Assistant Commissioners in Kotwali, Tejgaon and Gulshan circles. The hearing was organised by the Anti-Corruption Commission (ACC) at the Institution of Diploma Engineers, Bangladesh (IDEB) in the city.

ACC commissioner Dr Nasiruddin Ahmed addressed the 94th public hearing as the chief guest. Additional Deputy Commissioner (ADC-revenue) of Dhaka Sharif Rayhan Kabir, assistant commissioners (AC land) Mahmuda Akter (Kotwali), Shariful Alam Tanvir (Tejgaon) and Rakib Hasan (Gulshan) were present at the programme moderated by ACC Director Nasim Anwar.

Disagreeing with the ACs (Land) who took part in the hearing and claimed that their offices are free from brokers, the ACC commissioner said, "No matter what you say, disturbance of brokers still remains and they are linked with people inside your office."

Speaking at the programme, Savar upazila corruption prevention committee general secretary Salauddin Khan Nayeem said, "Due to corruption of public prosecutors, the government has lost a vast area of khas land over the years."

Supreme Court lawyer KAM Hasan, who attended the public hearing, said closed-circuit cameras should be installed on the premises of AC Land offices so that the influence of clerks and brokers reduces.

A total of 13 complaints were made at the public hearing while the ACC commissioner granted 15 working days to the ACs (land) concerned to dispose of them.
