BTRC building automated revenue reporting system

New system to replace existing manually auditing of mobile phone operators

The Bangladesh Teleco-mmunication Regulatory Commission (BTRC) is going to build a system to monitor real time voice and data traffic, and generate automated revenue report based on the data of the country's mobile operators.

As part of setting up telecom monitoring system, the commission is currently evaluating the applications of 17 firms expressing their interest to get the job, a BTRC commissioner told the FE.

According to the telecom regulators, most of the firms are foreign ones competing for the project.

The commission will be able to run the system by the end of December this year, as per its plan.

The regulator started the move following disputes over audit claim with the country's two leading mobile operators, Grameenphone and Robi.

The BTRC claimed Tk 125.79 billion from GP and Tk 86.72 billion from Robi after the audits which the mobile operators are not willing to pay.

In a recent punitive move, the regulator put restriction on the operators' new NOC and approval of new packages.

Both the operators have been demanding alternative dispute resolution (ADR) to resolve the claim but the BTRC refuses to do so.

According BTRC, the regulator is now carrying out stage-1 evaluation of the process where matters like project delivery approach, system outline, detailed system specifications, functional and technical dependencies, work plan, time schedule, maintenance plan, etc. are in consideration.

To determine and collect taxes and other payment currently the government is heavily dependent on the data provided by the operators.

The new system will facilitate real time monitoring of voice and data traffic and generate automated revenue report based on the data.

The system will allow the BTRC to get information related to call drop, call generation and overall service quality of the mobile operators online scrapping the existing provision of seeking information from the operators.

Besides, auditing of mobile phone operators would be much easier when the system would be installed.

BTRC will also be able to give instruction to the telecom operators promptly if any quality issue found in the monitoring system.

The integrated monitoring system will be called Telecom Monitoring System, which will be consisted of two separate segments.

The monitoring station installed at the BTRC will be a monitoring and data management system that will be treated as a telecom monitoring centre.

The TMS will act as the interface to monitor networks, data management and report generation.

The other part of the system, Compliance Monitoring System, will be installed on the mobile phone operators' premises.

The CMS will collect required network, traffic and billing data from the operators' nodes and analyse those data to generate summarised report on indicators and compliance.

The current system of audit is manual, based on papers and past data records, which is inadequate most of the times.

To install such a system, the BTRC has already issued a directive to all the mobile phone operators to facilitate setting up of such a monitoring system. It asked the operators to provide all required data to the online monitoring system.
