Family card and farmer card

It was a widely publicised pledge in the ruling party's election manifesto to introduce a family card aimed at bringing ultra-poor citizens under the social safety net, along with a farmer card to empower growers by ensuring timely access to quality agricultural inputs and boosting productivity. The proactive start of the new government signals its swift implementation of key commitments, reflecting a sincere effort to reduce poverty among the country's vast population. Reportedly, a committee was formed on the second day in the Office of the Prime Minister to undertake the strategic planning of the family card. Although steps regarding the farmer card are yet to be taken, it is hoped that the Ministry of Agriculture will soon move forward with its tactical planning and implementation.

Based on experience, we sincerely expect its transparent and accountable implementation at every tier, down to the grassroots level, so that the beneficiaries can fully receive and enjoy its intended benefits. That is, we seek a fair and transparent selection of beneficiaries-free from political influence, pressure from powerful local elites, or any form of bias-so that the truly deserving individuals are identified through a neutral and objective process.

At present, since there is no functioning local government, the public administrative machinery must carry out the selection process properly and transparently, ensuring that no questions or doubts arise. We hope that the first development initiative of the newly formed government will help restore the trust and confidence of the grassroots people. A common practice at the outset of many new public projects is to arrange lavish inauguration ceremonies that often focus on irrelevant matters. Such events unnecessarily consume valuable time and resources instead of advancing the project's real objectives. Therefore, a shift in approach is needed through clear and disciplined instructions to ensure that public initiatives remain focused on their actual purpose and public benefit. An effective monitoring system is needed to ensure that the implementation process stays on track. Engaging an impartial third-party monitoring and evaluation team can help ensure proper execution and guarantee that the intended beneficiaries receive the full advantages of family card and the farmer card as well. These two cards symbolise the government's care, respect for, and commitment to the rightful beneficiaries.
