NBR's field-level tax zones asked to strengthen their IICs

The National Board of Revenue (NBR) has instructed its all field-level tax zones to strengthen their Intelligence and Investigation Cells (IICs) for expediting recovery of evaded taxes and enhancing revenue collection by preventing tax evasion.

The directive issued from the office of the Member Mohammad Mostafa (Tax Audit, Intelligence & Investigation) of the NBR, also ordered formation of Intelligence & Investigation teams in each of the tax zones.

It has also outlined detailed operational procedures, the basis for formulating team recommendations, and the approval process for initiating recovery activities based on detected tax evasion.

According to the directive, investigations and data analyses will be initiated in cases involving various forms of intelligence reports, allegations of tax evasion, information published in print and electronic media, irregularities in income tax files and registers (such as erasures or alterations), unusually high tax-exempt income, and discrepancies between declared taxable income, paid taxes, and net assets shown in wealth statements.

If specific evidence of tax evasion is found during investigation, the concerned team will submit a report to the Intelligence & Investigation Committee for approval to initiate tax recovery proceedings.

Upon receiving clear evidence, the Committee will authorise the necessary legal actions to recover the evaded revenue.

Each tax zone has been instructed to compile monthly reports in a prescribed format, incorporating data on additional tax claims and realised collections resulting from Intelligence and Investigation activities, and to submit these reports to the NBR by the 10th of the following month.

The NBR believes that by strengthening the activities of the Intelligence & Investigation Cells, it will be possible to recover evaded revenues, reduce tendencies of tax evasion, and foster a fair and transparent tax culture in the country.
