NCC finds ambiguities in July Charter order, seeks clarification

National Citizen Party (NCP) member-secretary Akhtar Hossain has urged the government to immediately clarify the July Charter Implementation Order, saying that several ambiguities in the directive have already created confusion.

He says a lack of clarity has led to a crisis, and the government should remove these ambiguities without delay.

"In question (a) of the referendum, it is unclear whether the 'Note of Dissent' will be effective," Akhtar said. "But due to ambiguous definitions in the Charter, there remains scope for misinterpretation. In the future, any party might refuse to accept the popular mandate even after winning the 'yes' vote."

Akhtar made the remarks at a press conference on the party's formal reaction over the July Charter Implementation Order, held at the NCP headquarters in the capital on Friday.

He further said that the order does not specify what will happen if the Constitutional Reform Council fails to complete its activities within 180 working days. "If any party or group creates a deadlock by stalling the talks, the order offers no solution," he added. Speaking at the function, Nasiruddin Patowary, Chief Coordinator of the, NCP, said "We wanted to eliminate the fascist structure of 1972. But through the Charter Implementation Order, we are walking on the path of the 1972 Constitution. After one Hasina leaves, preparations are underway for another Hasina to come".

He said the interim government has not shown responsibility regarding the July Charter. The government has pleased all political parties through the Charter Implementation Order, but has deceived the people. This order cannot lead to fundamental reforms. "There are ambiguities in the package of 4 yes votes in the referendum. The government needs to clarify these. After that, the NCP will sign the July charter. Although it has the legal basis for this charter, it has not got the moral basis. He also commented that despite good intentions, the government is not able to do anything good because of the two parties.
