Bids invited to import 3 more LNG cargoes for Nov delivery

State-run Rupantarita Prakritik Gas Company Ltd (RPGCL) has floated three fresh tenders to purchase three spot LNG cargoes for November delivery.

The bid winners would deliver the cargoes at Moheshkhali island on November 12-13, November 16-17 and November 23-24, and discharge the fuel at either of the country's two floating storage re-gasification units (FSRUs) located on the island.

RPGCL floated the tenders on October 21 with the bid submission deadline ending on October 27.

The volume of each of the spot LNG cargoes is around 3.36 million British thermal unit (MMBtu).

The RPGCL has completed evaluation of two latest spot LNG cargo re-tenders for November 3-4 and November 10-11 delivery windows.

The RPGCL recommended awarding the contract to the lowest bidder for the November 3-4 spot LNG delivery window and sought a decision from the Advisors Council Committee on Government Purchase to select the better bidder for the November 10-11 delivery window, he added.

The decision may come later this week, said the RPGCL official.

The RPGCL has been purchasing LNG from the spot market under the public procurement rules, or PPR, 2008 instead of Quick Enhancement of Electricity and Energy Supply (Special Provision) Act 2010 (Amended 2021) since Bangladesh's incumbent interim government took office on August 8th.

Under the PPR 2008, at least three bidders are required to take part in a bidding to get it evaluated, said the RPGCL official.

Bangladesh previously awarded one spot LNG cargo tender to Gunvor Singapore Pte. Ltd. for October 27-28 delivery window at US$13.93 per MMBtu.

Separately, Bangladesh has been importing LNG from its two existing long term LNG suppliers - Qatargas and OQ Trading International for re-gasification in its two operational FSRUs.
