Teesta water sharing is not possible without the consent of the West Bengal government, Indian external affairs minister Sushma Swaraj said on Monday.
"No resolution to the Teesta issue is possible without taking all stakeholders on board," Sushma told reporters.
"The solution cannot be achieved merely by the two governments- the government of India and the government of Bangladesh.
"West Bengal government is a key stakeholder and therefore we try to talk to chief minister Mamata Banerjee on this," she added.
The minister was speaking at the annual press conference in New Delhi, report Indian news agencies.
Asked about the Rohingya crisis, she said Myanmar has presented a list of 1,222 refugees that they are willing to take back.
According to an agreement, they will take back all within two years, she said.
"So, I am hopeful this will happen," she added.
