Courier operators seek abolition of what they call absurd compensation fee against each booked parcel from the Mailing Operator and Courier Service Rules-2013.
The Courier Service Association of Bangladesh recently demanded annulment after meeting the chairman of the Mailing Operator and Courier Service Licensing Authority.
According to the rules, mailing operator and courier service providers have to pay Tk 0.20 to the authority against each booked document.
"Mailing Operator and Courier Service Provider shall pay the compensation fees applicable to it in the Economic Code as determined by the Licensing Authority as per the rate and procedure mentioned in schedule."
"The Licensing Authority shall realise the compensation fees imposed by the government, on the services provided by the Mailing Operator and Courier Service Provider, for providing the postal service of the government and its expansion, and the authority may determine the necessary procedures in this behalf."
Hafizur Rahman Pulok, president of the association, says the provision of such fee is absurd.
"Why would we compensate our regulator is not understandable at all," he adds.
According to Mr Pulok an estimated 150 mailing and courier operators are members of his association.
The rules made membership of association mandatory for getting a licence from the government authority.
However, less than half members are licensed under the body which is yet to be fully functional and get workforce as per organogram even after a lapse of nine years.
The licence issuer does not have its own office also.
Mr Pulok said the chairman of the licensing authority promised he would make an effort to cut the compensation fee.
It was formed with additional post and telecoms secretary as its chairman, additional director general of Postal Department as member secretary and deputy secretary of the ministry as member.
