Use of e-GP made mandatory

S. M. Moin Uddin Ahmed, Chief Executive Officer (Secretary) of the Bangladesh Public Procurement Authority (BPPA), said that under the Public Procurement Rules, 2025 (PPR, 2025), the use of electronic Government Procurement (e-GP) is mandatory in public procurement.
However, procuring entities in various parts of the country that still lack adequate ICT facilities, as well as the necessary skills and manpower to operate the e-GP system, must obtain approval from BPPA-through their respective Head of Procuring Entity (HoPE)-for permission to process tenders manually for a limited period, reports BSS.
Moin made these remarks while delivering his speech as the Chief Guest at an orientation workshop on the Public Procurement Rules, 2025 (PPR, 2025) and e-GP, held at the conference room of the Chattogram Deputy Commissioner's Office on Wednesday. The workshop was organized by the BPPA, said a press release.
As one of the key activities under the Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP) being implemented by the Bangladesh Public Procurement Authority (BPPA) under IMED of the Ministry of Planning, behavior change communication activities on public procurement are being carried out.
Through these activities, efforts are being made to raise awareness and encourage stakeholders and citizens regarding the Public Procurement Rules, 2025 (PPR 2025), electronic Government Procurement (e-GP) system, functions of BPPA, and the Sustainable Public Procurement.
