Dhaka North City Corporation (DNCC) will install automated software-based 42,450 LED (light-emitting diode) lights in the city under a fresh project of Tk 3.69 billion.

The corporation will invite tender in this regard by October 2019, a corporation source said.

The city needs to be illuminated to make it safe and women-friendly and therefore, the project is very important for us, DNCC Mayor Atiqul Islam told the FE recently. He also said his office is considering to incorporate pollution indicator with LED lights.

The mayor mentioned LED lights will be installed in darker areas first. The installation of the lights will be implemented in phases, he added.

"Installation of LED lights is a high priority project for us. The project had CCTV (closed-circuit television) component of Tk 1.54 billion which has been cancelled," DNCC Superintending Engineer Rafiqul Islam told the FE recently.

The estimated duration of this project titled 'Supply and installation of LED street lights at Dhaka North City Corporation' is from January 2019 till December 2021.

The manually operated lighting system that exists currently will be replaced by the software-based automated lighting system. The monitoring and controlling will be in the hands of the DNCC people as there will be five servers in five zones.

The current project will cover the 82 sq km only, not the extended area, said a DNCC official.

There will be a separate development project pro-forma (DPP) of Tk 40 billion for the extended area where there will be LED component.

Earlier, the project had a component to install 5,000 CCTV and LED lights in the DNCC area of 82 sq km. The project cost was Tk 4.42 billion.

The Executive Committee of the National Economic Council (ECNEC) passed the project in February 2017. Later, CCTV installation project was taken over by Bangladesh Police.

The DNCC earlier implemented a pilot project by installing 3,343 LED lights in parts of the DNCC area at a cost of Tk 250 million. About 80 per cent of the lights were installed in Gulshan, Baridhara and Banani area.

DNCC will purchase the LED lights through direct procurement method (DPM). Bangladesh Machine Tools Factory may be supplying the equipments while Bangladesh Army may be implementing the project.

Mr Rafiq said that there is an option to take overseas training for the engineers in order to operate the software while linepeople and other human resources will be trained locally. Currently, there are over 150 linepeople and other staff at DNCC.

Dhaka South City Corporation (DSCC) claims to have already installed 41,133 LEDs in the city.
