UGC urges public varsities to ensure good governance

The University Grants Commission (UGC) on Monday urged the public universities to ensure good governance in the administrations in order to take the country's higher education further ahead.

UGC Chairman Professor Dr Kazi Shahidullah said, "Good governance must be established [at the universities] to take higher education in the country forward. Proper utilisation of resources has to be ensured, and people's hard-earned money can never be wasted."

And, successful implementation of the Annual Performance Agreement (APA) in public universities also has to be ensured, he noted, saying discipline and quality administration play an important role in higher education.

The UGC made the call at a virtual signing ceremony of the Annual Performance Agreement (APA) with 14 public universities of the country in the second phase for the fiscal year 2020-2021 under the Performance Management Framework Policy of the government.

Prof Dr Kazi Shahidullah participated in the event as the chief guest with Ferdous Zaman, secretary (Additional charge) of the UGC, in the chair.

In the first phase, the APA was signed between UGC and 14 public universities for the 2020-2021 fiscal year at the UGC auditorium where the UGC chairman was present virtually.

UGC will sign APA with the remaining 18 public universities on September 15, said a press statement of the UGC on Monday.

Secretary (Additional charge) of the commission and registrars of the universities concerned signed the agreement on behalf of their respective sides at UGC while registrars, focal points of APA from 14 public universities and high officials from UGC, among others, were present on the occasion.

APA has been introduced to enhance transparency and accountability in government activities, ensure proper utilisation of resources and improve institutional capacity.

UGC has been signing annual performance agreements with public universities yearly since the fiscal year 2016-17.
