Shaikh Ashhabul Yeamin, who was a fourth-year student in the Computer Science and Engineering Department at the Military Institute of Science and Technology (MIST), was killed during the July uprising.
A three-member bench of the tribunal led by chairman Justice Md Golam Murtaza Majumder passed the order on Monday and fixed May 18 for submitting a report against them.
Members of law enforcement agencies and Awami League leaders were among the accused.
Mohammad Abdullah Alamin Kadir, maternal uncle of Yeamin, lodged a complaint against 78 people on September 23, 2024.
Advocate Shakil Ahmed said police and Awami League activists carried out an attack on the peaceful movement of students on July 18 last year.
They also shot Yeamin after dragging him near the Armored Police Carrier (APC) vehicle and kept him over the vehicle.
The law enforcers were seen keeping Yeamin on the road and a directive was given to the police to shoot Yeamin again. Police dumped Yeamin near the road divider.
