27 NGOs submit recommendations on local govt

Sunday, 19 August 2007

A coalition of 27 national and international NGOs working in the country Saturday submitted a 40-point recommendation to the Caretaker Government for building a strong new local government, reports UNB.
The group demanded the formation of an independent local government commission to ensure good governance, as its spokesman Mohsin Ali said, "Local government is an indispensable part of the whole administration process of a modern welfare state."
The recommendations were prepared through holding a national convention with rep resentation from various segments of society. Local Government National Convention Organising Committee, a platform of the 27 organisations, submitted the recommendations to a government-constituted panel on reforms of local government.
Ali, secretary of the convention organising committee, made the observations at a press conference at the National Press Club after the submission.
On behalf of the 27 coalition, Mohsin Ali and of Democracy Watch Executive Director Taleya Rehman submitted the recommendation to the seven-member committee, headed by former secretary AMM Sawkat Ali.
The 7-member committee for outlining a dynamic and strong local-government system has been asked to report to the present Caretaker Government in three months.
Civil-society members, specialists, development partners, local-government platforms, respective institutions and media personnel participated in the convention, held on July 22 in the city, to find ways of ensuring a decentralised and strong local government.
They recommended a recast of the structure and tiers of the local-government bodies that can effectively work in development planning and implementation as well administrative and financial management.
