60pc of trimmed ADP implemented until May

Only 60 per cent of the annual development programme (ADP) was implemented until May, and the possibility in making any considerable progress is remote as only one month is left in the current fiscal to accomplish the job.
The ADP was revised downward by Tk 40.0 billion to Tk 225 billion by the caretaker government in early May.
"Different ministries and agencies spent only Tk 135.53 billion or 60 per cent of total Tk 225 billion outlay in the ADP during first 11 months of fiscal 2007-08," a senior planning ministry official told the FE.
"High prices of the construction materials in the international markets affected the project implementation in the first three quarters. But we have recovered from the difficulty to some extent as the implementation rate in the last couple of months has got momentum," Sk AK Motahar Hossain, secretary of the implementation, monitoring and evaluation division (IMED), told the FE.
The project implementation rate in comparison to previous years is still not poor despite internal and external shocks, he said.
"When external shocks affected our development works, we took steps to compensate the contractors for the higher price of building materials. The initiative has increased the pace of ADP implementation at the last moment," said IMED secretary Mr. Hossain said.
The IMED, a division under the planning ministry, in late April in a circular announced that the government would compensate the contractors for price hike of some construction materials, including MS rod/ steel products, brick and bitumen, aiming to quicken the implementation of ADP this fiscal.
A senior official of the planning ministry said not only the high price of the building materials, anti-corruption drive by the government, strict review of public expenditure and complex public procurement rules (PPR) have affected the ADP implementation this year.
He said: "There is possibility of a record low project implementation this year. It will be very difficult by the government agencies to implement even 80 per cent of the revised ADP until June 30 this year."
The government agencies and ministries executed 83 per cent of Tk 216 billion revised ADP in 2006-07, 91 per cent in FY06, 92 per cent in FY05 and 89 per cent FY04.
