ACC files case against DIG Mizan, Basir over bribery scandal

The Anti-Corruption Commission (ACC) filed a case on Tuesday over much talked about Tk 4.0 million bribery scandal between DIG Mizan and ACC director Khandaker Enamul Basir.
ACC director Sheikh Md Fanafillah filed the case against the suspended government officials with the commission's Dhaka-1 office.
According to the case statement, Mr Basir, abusing his power and to be illegally benefitted, received Tk 4.0 million bribes from Md Mizanur Rahman, a deputy Inspector General (DIG) of Dhaka Metropolitan Police (DMP).
The case was lodged as per sections 161, 165(A) and 109 of the Penal Code, section 5(2) of Prevention of Corruption Act, 1947 and section 4(2)(3) of the Money Laundering Prevention Act, 2012.
The commission appointed Mr Basir to investigate an allegation of amassing huge wealth from unknown sources against DIG Mizan on October 25, 2019.
ACC received the allegation against DIG Mizan who reportedly earned through unethical means in the form of recruitment, transfer and promotion of police personnel.
In early June this year, some media report exposed that DIG Mizan in phases gave Tk 4.0 million bribe to the ACC official to drop his name from the investigation report.
After the media reports, Mr Basir was suspended from his duty on June 10 on charge of leaking information of a probe report to the accused police official.
Later, the commission has launched a separate investigation to verify the allegation through forming a three- member enquiry team on June 13.
The enquiry team found evidence of bribery during the primary investigation. After the forensic test of a phone call record, it was proved that the voices in the call record matched the Mizan and Basir.
The team also came to know that DIG Mizan handed over Tk 2.5 million to Mr Basir in a shopping bag at Ramna Park in the city on January 15, 2019.
On February 2, the policeman handed over the rest Tk 1.5 million to anti-graft watchdog official in the same place.
DIG Mizan was withdrawn as additional commissioner of Dhaka Metropolitan Police (DMP) following a marital scandal in January last year.
The commission also filed a case against Mr Mizan and his three family members for concealing information of Tk 30.07 million and accumulating Tk 32.80 million from unknown sources on June 24.
Based on the case, he was sent to jail after arrest on July 02 last.
