Acute budget deficit hampering RU development activities

RAJSHAHI UNIVERSITY, May 05: Budget deficit of Rajshahi University (RU) is on the rise with no sign of recovery in sight.
Existing budget deficit of about Tk 93.5 million is leading the university towards uncertainty hampering its higher studies, research and development works.
University Grants Commission (UGC) approved Tk 1.04 billion budget for RU for the fiscal 2009-10 against the varsity's proposal for Tk 1.10 billion including present budget deficit of Tk 9.35 million.
RU authority has urged UGC and the government for more budgetary allocation and demanded at least Tk 100 million to meet the present financial crisis.
Concerned sources said the reasons for budget deficit and fund crisis are multifarious. Mismanagement, misappropriation, corruption and anomalies in different sectors by the varsity high ups are held responsible for the budget deficit and fund crisis.
Sources said the budget deficit was Tk 14 million only up to the fiscal 1995-96 since the establishment of RU.
The deficit rose to Tk 240 million during the five years of BNP government due to recruitment of about 214 teachers and 544 personnel as III and IV class employees ignoring the budget deficit and UGC ban on recruitment.
Due to fund constraint the reconstruction of Habibur Rahman Hall, Motihar Hall and TSCC building of the varsity is yet to start after the laying of its foundation stone two years ago.
Moreover, the expansion of other academic building and purchase of necessary equipments for education and research are also being hampered due to fund crisis.
The gradual rise of expenditure in proportion to that of budget allocation for the university also is a reason of the budget deficit and fund crisis.
