ADP execution 1.27pc in July

Six big development budget-holders of the government failed to begin their projects in the first month of the current fiscal year (FY), 2023-24, resulting in a slow start of the overall ADP execution, officials said on Tuesday.
The Secondary and Higher Education Division, Ministry of Science and Technology, Ministry of Shipping, Bridges Division, Ministry of Water Resources, and Ministry of Civil Aviation and Tourism were yet to open their expenditure accounts in July, the Implementation Monitoring and Evaluation Division (IMED) data showed.
The IMED officials said despite economic recovery from the Covid-19 pandemic, the government's project implementation is still showing the similar trend as in the previous fiscals, which is not expected.
In July of FY 2024, the government ministries and agencies spent Tk 34.89 billion, 1.27 per cent of the Tk 2.74-trillion Annual Development Programme (ADP), the official data showed.
In the same month of FY 2023, the public agencies utilised Tk 24.55 billion, 0.96 per cent of the Tk 2.56-trillion ADP.
Interestingly, the July ADP implementation rate was recorded better in FY 2020 and FY 2021 - at 1.84 per cent and 1.52 per cent respectively.
In the first month of the current FY, the state-owned autonomous and semi-autonomous bodies performed better, as they utilised Tk 2.11 billion, 1.80 per cent of their Tk 116.14-billion allocation, the IMED data showed.
The ministries and government agencies spent Tk 21.45 billion, 1.52 per cent of Tk 1.69-trillion allocation from the internal resources, and Tk 11.33 billion, 1.21 per cent of Tk 940-billion outlay from project loan of the external sources.
Among the 15 big ADP fund-holders, the Local Government Division (LGD) performed the best with 3.13 per cent spending, followed by the Ministry of Railways with 2.08 per cent, and the Roads and Highways Division (RHD) with 1.74 per cent.
A senior IMED official said they have taken a tough stance this year for expediting the ADP implementation.
