ADP implementation 20pc during July-Nov

Annual Development Programme (ADP) implementation rate in the first five months (July-November) of the current fiscal reached 20 per cent equal to the rate achieved during the corresponding period of the previous fiscal year, reports UNB.
According to the Implementation, Monitoring and Evaluation Division (IMED), the expenditure during the five months was, however, Tk 93.14 billion, up Tk 14.62 billion compared to Tk 78.52 billion during the corresponding period of the last year.
Of the total expenditure, the share of the project assistance showed Tk 23.95 billion (13 per cent) compared to Tk 22.61 billion (15 per cent) during the same period of the previous fiscal.
The share of the local funding was Tk 69.19 billion (25 per cent). About Tk 119. 41 billion, 44 per cent of the allocation, was released during the July-November period.
The IMED figures showed that the Statistics Division achieved the highest implementation rate of 121 per cent while two entities -- Bangladesh Public Service Commission Secretariat and Ministry of Civil Aviation and Tourism -- without making any expenditure during July-November due to zero implementation.
The utilisation rate of top 10 ministries and divisions during the five-month period were 25 per cent or Tk 78.15 billion in expenditure.
Among the top ministries and divisions, the Local Government Division made the highest expenditure of Tk 27.69 billion (30 per cent) followed by the Power Division Tk 25.01 billion (35 per cent).
Primary and Mass Education Ministry's progress was 26 per cent (Tk 6.26 billion), Education Ministry's progress was 16 per cent (Tk 3.31 billion), Health and Family Welfare Ministry 12 per cent (Tk 1.19 billion Energy and Mineral Resources Division 19 per cent (Tk 1.97 billion), Water Resources Ministry 18 per cent (Tk 2.67 billion), Roads Division 20 per cent (4.52 billion), Railways Division 21 per cent (Tk 4.78 billion), and Bridge Division 3 per cent (Tk 719 million).
The implementation status of other ministries and divisions for the July-November period as follows:
Science and Technology Division (45 per cent), Ministry of Religious Affairs (42 per cent), Cabinet Division (34 per cent), Legislative and Parliamentary Affairs Division (33 percent), Ministry of Women and Children's Affairs (32 per cent), Disaster management and Relief Division (31 percent), IMED and Ministry of Housing and Public Works (28 per cent each), Internal Resources Division (IRD) and Ministry of Commerce (27 per cent each), Planning Division, Ministry of Agriculture and Finance Division (26 per cent each), Law and Justice Division, Economic Relations Division (ERD) and Ministry of Defense (25 per cent each).
In the last fiscal year (2010-11), the implementation rate reached 92 per cent when the country witnessed a revised ADP allocation of Tk 359 billion against 1191 projects.
The implementation rate for 2010-11 fiscal was one per cent higher than fiscal 2009-10 and also witnessed Tk 69.13 billion more expenditure than that of fiscal 2009-10.
Of the Tk 358.80 billion revised ADP, Tk 328.30 billion was utilised during the last fiscal, while the amount was Tk 259.17 billion during the 2009-10 fiscal, according to the IMED figures.
