AL likely to unveil reform plan by July 2

Awami League (AL) is set to spell out its proposed reforms of the party and some state institutions by July 2 to further democratise the organisation as well as to make the state functionaries more transparent and accountable, reports UNB.
As per the proposed reforms the party president and the general secretary should not hold their posts for not more than two consecutive terms, but if the party councilors deem it fit past president and general secretary could take up the leadership after one term.
There was no indication when the proposal regarding the tenure of the party president and the general secretary would come into effect. The matter has been left for the councilors to decide.
One proposal suggested forming a Constitutional Committee following Sri Lanka to give appointment to the constitutional posts like Chief Election Commissioner to avoid any controversy in future. It, however, did not specifically say who will be the members of the Constitutional Committee.
Another proposal suggested joint leadership in Awami League and strict organisational procedures so that people with black money or muscle power cannot get party ticket for any election.
It also suggested that a person would not hold the offices of the party president and the Prime Minister simultaneously. Officer bearers of the party will not also hold any ministerial post.
"Our reform proposals are not directed at any individual, rather aimed at making Awami League more democratic and a modern party, and an accountable government," Abu Sayeed, a member of the party's central working committee and party reforms committee, told the news agency Friday.
Replying to a question, he said the reform proposals would be informally announced through media by July 2 for seeking public opinion from all segments of the society.
Abu Sayeed said the central working committee would hold deliberations on the reform proposals once the ban on indoor politics is withdrawn. Then, the reform proposals would be placed before the party council for final approval.
Meanwhile, bdnews24.com adds: Mukul Bose, acting general secretary of Awami League, said copies of the draft reform proposals have already been sent to presidium members Abdur Razzak, Tofail Ahmed and Suranjit Sengupta for their perusal.
Mukul said this to reporters while leaving the Banani home of senior party leader Sheikh Fazlul Karim Selim.
Mukul, however, would not say when and where the proposals would be placed since both Amu and Hasina earlier had said that the final decision on the reforms would come through the Awami League Central Working Committee meeting.
On what major issues have been put into the proposed plan, Mukul said, "Issues like promotion of democratic practices through joint leadership and financial transparency are the prominent features of the proposal."
On whether the proposals recommend exclusion of Hasina from the party, Mukul said: "I can't tell you anything about keeping or excluding her." He refused to elaborate.
