Amended Upazila Council bill to be placed in next JS session: Ashraf

CHITTAGONG, Dec 12 (BSS): LGRD and Cooperatives Minister Syed Ashraful Islam has said the amended upazila council bill aimed at making it more powerful will be placed in the upcoming parliament session.
The minister was addressing a meeting of the chairmen and vice chairmen of the Upazila Parishad here today.
The minister said final draft made after extensive study on how to make it more effective had already been placed before the Cabinet for approval and would be placed in the next parliament session for enactment of the law.
"Prime Minister Sheikh Hasina is the best friend of the elected representatives of the local bodies, moreover, the lawmakers want effective functioning of the local bodies as they are not competitor to the elected representatives of the local bodies," he added.
Outlining the draft bill, the LGRD minister said the terms of reference, mode of operation and process of work of the upazila chairmen, vice chairmen and Upazila Nirhabi Officers would be specified to remove any sort of conflict of power in exercising their duties.
Mr Asharf, however, reminded the elected representatives of the local bodies not to indulge in any evil design of the vested quarters that was out to thwart the upazila system.
He also mentioned that the past BNP government had annulled the upazila system in 1991.
Referring to various facilities of the upazila chairmen, the minister said the transport would soon be allocated to them.
Earlier, addressing the government officials of different departments and utility services, the minister said the basic concept of the digital Bangladesh was to change Bangladesh, which meant, "change thyself and say no to corruption."
In this context, the minister reminded the top officials to free themselves from corruption first otherwise corruption would not be eradicated from the country.
Mr Ashraf, also general secretary of the Awami League, directed the government officials to put in their best efforts to properly plan and implement the government projects in time.
Speaking on law and order situation, the minister directed the police officials to deal with the persons who were involved in tender manipulation and extortion with iron hand.
"We want to change Bangladesh and keeping this in view we are marching forward to achieve the goal," the LGRD minister asserted.
