Audit finds flaws

NGO Affairs Bureau has detected irregularities in depositing VAT and income taxes by non-governmental organisations as most entities have shown tax payments in the organisations' names instead of projects.
Officials say the audit wing of the bureau is having difficulty in determining the amounts of paid VAT and taxes of specific projects of a particular audit year and assessing whether the deposit with the exchequer was made properly.
The bureau, which runs under the Prime Minister's Office, cited this in a letter to executive directors, country directors and country representatives of NGOs, and the CA firms (listed under the bureau).
NGO Affairs Bureau director-general KM Tarikul Islam through the letter recently requested them to send project-wise tax-and VAT-related information for the sake of internal revenue mobilisation.
"The NGOs are not following prescribed charts and sending reports from chartered accountant (CA) firms mentioning 'no dues of income tax and VAT', with challan numbers and dates," says one official source, quoting the letter. During the audit of financial statements, the bureau faced difficulty in verifying bank challan as report lacks names of banks and their branches in the designated places.
The letter requested the NGO authorities to mention the names of projects and audit years.
It also sought TOR-25-wise names of projects, audit years, names of banks and branches, and challan numbers.
Challan copy has to be submitted with a particular audit report. The head of organisation will have to ensure the compliance.
