Autonomous body on the anvil to develop textile sector

The government is going to set up an autonomous body aiming to develop the country's textile sector through public-private partnership. for facilitating the country's public and private entrepreneurs engaged in this trade.
The body, to be styled 'National Institute of Textile Training, Research and Design (NITTRD)' will replace the existing state-owned Textile Industries Development Centre (TIDC), official sources said.
Sources said, a proposal to set up the NITTRD would be placed before the meeting of the council of advisers on Sunday.
Sources in the Ministry of Textile and Jute said the proposed NITTRD would develop skilled manpower, assist the private entrepreneurs and public sector entities to utilise their factories more efficiently, extend all support to set up new textile industries and assist in boosting export of local textile products abroad.
"As per Textile Policy 1995, the Ministry of Textile and Jute will place the proposal to the council of advisers for establishing the autonomous body for the development of the country's major export sector," a senior ministry official said.
Earlier, the government set up the TIDC in 1981 under the Bangladesh Textile Mills Corporation (BTMC) for facilitating only the public sector textile industries.
The ministry of textiles in November 1996 undertook the project at a cost of Tk 268.953 million for setting up the NITTRD. Construction of the centre was completed in June last.
Meantime, the European Union (EU) has provided Euro1.304 million in 2004 for strengthening the centre. The EU-funded project will be completed in 2009.
Meanwhile, three other draft laws will also be placed before the meeting of the council of advisers on Sunday before promulgating those as ordinances.
Among the proposals, Ministry of Agriculture will place the protection of herbal and farmers' rights ordinance 2007, the Ministry of Law, Justice and Parliamentary Affairs will place the anti-terrorism ordinance 2007 and the Ministry of Information will place an ordinance for the amendment of Bangladesh Television Authority Act 2001.
