Bidding for online MVT collection in progress

The Bangladesh Road Transport Authority (BRTA) has sent a proposal to the Central Procurement Technical Unit (CPTU) to review its tender documents for introducing online Motor Vehicle Tax (MVT) collection by January next.
CPTU will submit the report this week after reviewing the tender's technical and legal aspects. The BRTA will invite Requests for Proposal (RFP) next week from the selected seven bidders, said a high official of the BRTA.
On the basis of the RFP, the successful bidders will submit their technical and financial offers to the BRTA, which will send the offers to the Proposal Evaluation Committee (PEC). The Ministry of Communications will give its final approval for appointing one company among the seven for MVT collection on the basis of the PEC's recommendations.
"We'll appoint one of the seven bidders as a service provider to enable motor vehicle owners pay their MVT using the online service," official said.
Earlier, the BRTA invited 'expression of interest' (EOI) from financial and non-financial institutions and a total of 22 companies responded.
"Our objective is to provide a competitive and standard service to the customers who want to pay the MVT and fees without any harassment," said Sitangshu Shekhar Bishwas, deputy director (Engineering) of BRTA Thursday.
He said that the BRTA would appoint a company that would charge the lowest rate of commission and offer the best services.
"The online service will ease the processing time. It will replace the age-old manual system, which is costly, time-consuming and mostly plagued by errors. The online service is guaranteed to be error-free," the BRTA official added.
The company will introduce the online motor vehicle tax and fee collection within 90 days since getting the final approval from the BRTA, another official with the BRTA said, adding that the service providing company will get commission on the amount it will collect.
The government earned around Tk 4.0 billion (Tk 400.34 crore) in the form of road taxes, registration, transfer, fitness certificate, route permit and driving licence fees in the last fiscal year.
At present, the Bangladesh Post Office (BPO) is collecting MVT and other fees manually through its 94 post offices and earned Tk 133 million as commission in 2007-08, a high official of the BPO informed.
