SALVATION for the Deserving (SFD) congratulates Finance Advisor Dr. Mirza Azizul Islam for his speech made on June 24, 2008 at a function of Dutch Bangla Bank Ltd. The finance advisor stated that 'Government is considering tax exemption on a part of corporate income to be spent on discharging corporate social responsibilities (CSR).' We think that such kind of initiative would definitely encourage the business organisations to engage them in social development activities. It should be mentioned that SFD has been advocating since its inception in different seminar and symposia and also in writing that donation to the disabled organisations should be kept tax free as no nation can survive keeping the 15 million (1.5 crore) people uneducated, untrained and in improper hygienic condition.
The present caretaker government signed the 'UN Convention on the rights of the people with disabilities'. Furthermore, the national office of the 'National Foundation for the development of the disabled persons' was shifted from the third floor of a multistoried building to a separate one-storied building. Such kind of initiatives shows the government's benevolence to the disabled and marginalised persons.
We express heartfelt gratitude to the government for such initiatives. We know that, due to limited resources, government alone cannot achieve the goal of poverty alleviation and sustainable development. Able and affluent people should come ahead to shoulder their social responsibilities. By considering the fact, this speech of the finance advisor to encourage corporate houses for carrying out their social responsibilities is praise-worthy and time-befitting. We articulate the hope that the government should take an immediate decision in this regard so that the corporate houses will be inspired to bear their social responsibilities. Further, we appeal to the government to make a rule that every corporate house does have a Corporate Social Responsibilities (CSR) department and is encouraged to spend a certain amount of their yearly income for this purpose. Steps should be taken that the amount they donate in this regard will completely be tax-free.
We proposed to the government to allocate unused and uncultivable land under government possession, that are leased to the different governmental, semi-governmental or autonomous organisations, the non-government development organisations to those bodies that are specially engaged in operational activities for development of the disabled to establish commercial/industrial organisations. The pace of activities for poverty alleviation will certainly be accelerated if government takes this initiative. A long-term and effective plan of action in this regard will be highly appreciated. Finally, we congratulate the Chief Advisor as well as all the members of the caretaker government for their sincere endeavour for stepping up efforts in order to help alleviate poverty and promote development of the disabled.
