BRTA shortlists 7 bidders for collecting motor vehicle tax

The Bangladesh Road Transport Authority (BRTA) has shortlisted seven bidders to appoint one of them by December as a service provider to collect Motor Vehicle Tax (MVT) online from January next.
"We'll appoint one of the seven bidders as a service provider to enable motor vehicle owners pay their MVT using the online service," said a high official with the BRTA.
Earlier, the BRTA invited 'expression of interest' (EOI) from financial and non-financial institutions in this connection and a total of 22 companies responded.
"BRTA will finally appoint one company in the next two months after getting approval from the Ministry of Communications," Sitangshu Shekhar Bishwas, Deputy Director (Engineering) of BRTA, told the FE Sunday.
The authority will issue Requests for Proposal (RFP) this week to the selected seven bidders including banks and software companies, he said.
Now the bidders will send their technical and financial offers to the BRTA, he added.
The BRTA will also send the offers to the Proposal Evaluation Committee (PEC) and later the PEC will send its recommendations to the Ministry of Communications that will finally give its approval for appointing one company for the job.
"Our objective is to provide a competitive and standard service to the customers who want to pay the MVT and fees without any harassment," said Sitangshu Shekhar Bishwas.
Replying to a question, he said that the BRTA would appoint a company that would charge the lowest rate of commission and offer the best services.
The official also said the BRTA and the company will sign a service agreement for five years on the MVT collection.
"The online service will ease the processing time. It will replace the age-old manual system, which is costly, time-consuming and mostly plagued by errors. The online service is guaranteed to be error-free," he told the FE.
The company will introduce the online motor vehicle tax and fee collection within 90 days since getting the final approval from the BRTA, another official with the BRTA said, adding that the service providing company will get commission on the amount it will collect.
At present, the Bangladesh Postal Department (BPD) is collecting MVT and other fees manually through its 91 post offices.
In 2007, the BPD launched an online service in its General Post Office (GPO) in Dhaka and the Mirpur BRTA Post Office. The BPD charged three per cent commission on the amount it collected, the BRTA official said.
The BPD earned Tk 133 million as commission in 2007-08, a high official of the BPD informed.
The government earned around Tk 4.0 billion (Tk 400.34 crore) in taxes and registration, transfer, fitness certificate, route permit and driving licence fees in the last fiscal year.
