
BTRC publishes draft guideline for domestic VSAT-HUB licences

BTRC Monday published a draft guideline of providing licences to domestic VSAT-HUB operators with a view to increasing internet penetration in rural and urban areas and help bank, insurance, embassies and corporate entities to establish an integrated data circuit.
The guideline of Very Small Aperture Terminal (VSAT), has been drafted taking into account the plan of the government to set up a satellite communication system in the country with domestic VSAT-HUB and Remote Terminal (RT).
It also aimed at providing an overview of the licencing and regulatory framework for those, who are interested to have licences to own, develop, build, maintain and operate domestic VSAT-HUB and RT.
VSAT is most commonly used to transmit narrow band data (point of sale transactions such as credit card, polling or REID data, or SCADA), or broadband data (for the provision of satellite internet access to remote locations, VoIP or video). VSATs are also used for transportable, on-the move (utilising phased array antennae) or mobile maritime communications.
Publishing draft guideline of VSAT, the BTRC (Bangladesh Telecommunication Regulatory Commission) sought comments and suggestions on it, on the basis of which the Commission will award licences to domestic VSAT-HUB operators by next month.
The Commission said the existing VSAT-HUB operator(s) are eligible to apply to the Commission for obtaining domestic VSAT-HUB operator licences in the first phase.
Depending on demand, it said additional licences may be issued in the next phase. The licences will be issued by the BTRC to the operators providing VSAT-HUB services, subject to fulfilment of other conditions in line with the guideline.
The duration of the licence(s) will initially be for a 15-year term. Upon expiry of the initial term, the licence(s) may be renewed for subsequent terms, each of five years in duration, subject to the approval from the Commission and to the conditions of the licence.
BTRC Chairman Maj Gen (retd) Manzurul Alam said licence recipients of VSAT-HUB can provide internet services across the country legally.
