Bypass bypassed

A news report Saturday stated that the Dhaka bypass which had been inaugurated twice by the Prime Minister is being avoided by the long-distance trucks. Most of the fully-loaded trucks from North Bengal and the south-western zone are passing through the city centre as usual on their way to Chittagong and Sylhet and vice versa.
Thus the whole purpose of the bypass to avoid the perennial traffic congestion in the Dhaka city is being frustrated.
Is it not fit and proper that once the bypass is open all the long-distance trucks must not be allowed to enter the city at any time of day and night and they must use the bypass? Moreover, the entry of all trucks in the city should be restricted to between 12 midnight and 5:00 AM and 11 AM and 5:00 PM. This will induce the long-distance trucks to use the bypass.
However, problems the latter are facing in using the bypass should also be looked into and redressed.
