China's Shanghai Electric Group got the contract for installing a 150-mw simple-cycle power plant in Sylhet as this is among four projects the Cabinet Committee on Public Purchase approved Thursday, reports UNB.
According to the tender proposal, the Shanghai Electric Group Company Ltd will supply and install the simple-cycle gas-turbine plant on a turnkey basis at a cost of about Tk 7.0451 billion (704.51 crore) (equivalent to US$101.515 million) within 540 days from the signing of contract for the Power Development Board (PDB).
The other three projects are management and supervision contract extension for Siddhirganj Peaking Power Plant, 37.5-kilometre railway-line rehabilitation works in Chittagong region and construction of a number of flats for government officials at Mirpur in the city.
Finance Minister AMA Muhith presided over the meeting attended by senior ministers and members of the committee, including Agriculture Minister Matia Chowdhury, Planning Minister AK Khandaker, Food Minister Abdul Razzak, Commerce Minister Faruk Khan and Communications Minister Syed Abul Hossain.
Cabinet Secretary Abdul Aziz briefed reporters on the outcomes of the meeting.
Official sources said that the Sylhet 150-MW simple-cycle plant was the first power project that had been approved by the Awami League-led grand alliance government since it assumed office eight months ago.
However, Communications Minister Syed Abul Hossain's business company - SAHCO - is believed to be the local agent of the China-based Shanghai Electric that obtained the contract for the huge power plant.
A total of four companies had submitted bids for the project, and among them, Shanghai became the lowest responsive bidder. It quoted the gas turbine's net capacity to be 142.250 mw.
The other bidders were China Chengda Engineering, Indian Bharat Heavy Electricals Limited (BHEL) and JV Gammon-Sadalmi Ltd.
The cabinet body extended the management and supervision contract of the Siddhirganj Peaking Power plant at a value of Tk 217.3 million.
It decided to award the 37.5-km railway-rehabilitation works to ENCEE-TOMA Joint Venture Company at a cost of Tk 654.2 million to carry out the works on turnkey basis.
The works for constructing two multi-storey buildings at Mirpur Section-2 as part of a project for building 360 flats have been awarded to the lowest bidder at a cost of Tk 329.8 million.
