CCH to launch advanced software

The government will soon introduce Direct Traders Input (DTI) facility developing 'ASYCUDA++/ ASYCUDA World' system, an advanced computer software programme, in the customs house at the country's premier seaport, sources said.
They said this will ensure speedy service on both exports and imports easing containers' congestion, preventing undue harassment of importers and exporters and entry as well as exit of illegal goods through the export-import hub of the country Chittagong seaport to increase revenue earnings.
Sources said the chairman of the National Board of Revenue (NBR) Md Badiur Rahman Monday asked the authority concerned to take step in this regard soon after a detailed study.
Besides, sources said the NBR chairman also asked to take required measures to bring dynamism in the functioning of the customs administration which deals nearly 80 per cent of the country's total imports enter and more than 90 per cent of the total exports that take place through Chittagong seaport alone.
However, side by side developing 'ASYCUDA++/ ASYCUDA system for introducing DTI, they said, the NBR will set up Valuation Data Bank (VDB) as per guideline prescribed by the World Trade Organisation (WTO) and prepare Risk Management programme in the light of the World Customs Organisation's (WCO) designated Risk Management Model and other required modules.
Sources said steps will also be taken to set up ISD Fax connection and get on line subscription of an Internet service providing company, engaged with valuation of data, to check customs related crimes in foreign trading.
However, they said NBR will ask the commercial banks, engaged with foreign exchange trading, under central bank, to install international standard software on export and import L/C to connect with the ASYCUDA Server of Customs department.
Besides, NBR will ask the office of the Bond Commissionerate, the Export Procession Zones and the trade bodies including BGMEA, BKMEA, installing such advance software programme, to be connected with ASYCUDA server on line of customs.
Besides, sources said necessary formalities are being completed to install five units of scanning devices at Chittagong Port.
According to officials, the export-import containers at ports and the ICD are checked manually due to lack of such scanners. As a result, the authorities are able to inspect only 15 to 20 per cent of the containers.
