CJM court to start functioning in hilldists from Nov 1

BANDARBAN, Oct 21 (UNB): Vacuum in the judges' court in three hill districts of Rangamati, Khagrachhari and Bandarban will continue when separation of the judiciary will be effective from November 1.
Officials said Chief Judicial Magistrate (CJM) court would start operating in the hill districts on the day.
In Bandarban, Ruhul Imran has been appointed as Additional Chief Judicial Magistrate and Farooq Ahmed as Judicial Magistrate.
Additional District Magistrate will function as the Chief Judicial Magistrate until someone from the judicial service is appointed to the post, officials said.
Bandarban district bar association president advocate Mohiuddin said the problem of litigants of the hill districts would continue in the absence of the functioning of Judge's court.
He pointed to section 9(3 a) of the Criminal Procedure Code Amendment Ordinance 2007 that made compulsory appointment of sessions judge and additional sessions judge from the judicial service.
According to the 1900 Manual of Chittagong Hill Tracts, the additional divisional commissioner of Chittagong was carrying out the function of session's judges of the three districts. This caused immense difficulties to the litigants of the hill tracts who had to travel to Chittagong to seek justice, added advocate Mohiuddin.
Meanwhile, a seven-member delegation led by Justice of Appellate Division of Supreme Court Quamrul Islam Siddiqui today visited Rangamati and Bandarban to see arrangement. The delegation visited Khagrachhari Saturday.
Abdul Majid, deputy commissioner of Bandarban, informed the delegation that five courts of the judge's court building has been set up for holding trial by the Judicial Magistrates. Residential accommodation of the judges has also been completed.
