Complications delay tenders for 3 large power plants

The floatation of international tenders for setting up three large land-based power plants are likely to be delayed due to various complications, reports UNB.
The proposed plants, with total capacity of nearly 1,350 mw are 450 mw Meghnaghat phase-III, 450 mw Sirajganj combined cycle, and 450 mw Bibiana combined cycle power plants.
According to official sources, the caretaker government moved fast for inviting international tenders for setting up the three large plants under the private sector on Build-Own-Operate (BOO) basis.
Of the three plants, the World Bank has promised to provide financial and technical support for the 450 mw Bibiana project while Asian Development Bank (ADB) made similar financial commitment for the
Meghnaghat-III and Sirajganj projects.
The sources said the tenders for the three projects were scheduled to be floated by mid-July, but various complications are delaying the tender invitation process.
As part of its technical support, the World Bank (WB) has prepared a tender document for the Bibiana project while ADB is preparing similar documents for Meghnaghat-III and Sirajganj projects.
The Power Division has received the WB document for Bibiana project, but it is yet to get the documents from ADB for other two projects.
A top official of the Power Division told UNB that though they received the draft tender document for Bibiana project, it was sent back to the WB for further amendment.
"We're expecting the tender documents for Meghnaghat-III and Sirajganj projects from ADB sometime next month," he said.
The official, however, hinted that even if the Power Division get the draft tender document for Meghnaghat-III project, but it may not be possible to invite tenders shortly.
Explaining, he said still there are some complications with the 450 mw Meghnaghat-II project, now under implementation. "Until these complications are removed, we cannot proceed with tendering for the Meghnaghat-III project."
