Constitutional binding limits govt activities: Mainul

Law adviser Mainul Hosein said that the constitutional guideline on expanding the size of government has made it difficult to conduct overall activities, reports bdnews24.com.
"However, because of the sincere efforts of the members of the council of advisers, all activities are being performed with dynamism, he said."
His comments came after a seminar on "Capacity Building of Economic Reporters, organised by Bangladesh Enterprise Institute (BEI).
Asked about the negative opinion of the law commission on expansion of the council of advisers Mainul said: "That's why making a decision has become difficult. However, the issue will be examined."
Earlier Wednesday, chief adviser's press secretary Syed Fahim Munaim said, "The council of advisers has decided in principle to expand the advisory council. However, the new appointees will not be known as advisers."
The government was searching for a way to determine how, with whom and with what designation the persons at the government's policymaking level would be appointed, he said.
Replying to a question he said, "The law ministry is discussing its legal aspects at different levels. If necessary, the advice of the Supreme Court may be sought."
Earlier, our staff correspondent adds: BEI president Farooq Sobhan Thursday underscored the need for framing 'competition policy' and also 'consumer protection act' to break the cartel, involved in the rise of essential commodities' price.
"We reiterate our demand that the government should frame such laws paving the way for strict and independent monitoring to ensure the smooth operation of the agencies," he said.
The absence of such policies has opened the room for exorbitant prices of essentials, manipulation of supply of consumer products and inept operation of state-owned enterprises, the BEI president said while addressing the opening session of a course titled 'building capacity in business journalism professionals in Bangladesh.'
