Construction 'activities'and citizens' lives

I live in a neighbourhood where many buildings are going up. Sure, most residents are disturbed with the decibels raised when building machineries are operating in full swing. Very few, however, would go and protest. People are experienced and are aware it would seem (just like I am) as to who are involved with construction work, whether they are the kind of model citizens who take kindly to being interrupted. So many keep their peace and do not protest no matter how much they are disturbed, with perhaps hope and prayer that the cacophony ends soon. Some who protest invariably return frustrated because the construction is not going to stop. Unless, of course, the citizen happens to be someone important, someone who they cannot ignore and then the work may actually stop. I am not speaking of the normal working hours but after sundown. A few days ago I witnessed this construction work going on after iftar. And it did not stop until after 9:00 pm.
Six months earlier I had witnessed another scene where they were digging up our street to drain out a sewerage line or some something. This time it was some government department. And this time, no matter who protested, and this was after 11 at night, the work did not stop until they finished it way past midnight.
Is there any law, act, ordnance, or rule that says citizens cannot be disturbed with the sound of construction even after dusk? And what about working on a Friday? I've seen work on Fridays continuing uninterrupted.
Would someone please take note?
