Cos' online registration with RJSCF falls flat as middlemen still active

Businesses seeking to register with the Registrar of Joint Stock Companies and Firms (RJSCF) continue to suffer as usual despite introduction of the online system a year earlier as middlemen are very active there.
Businessmen alleged that their sufferings were not yet over as a large number of middlemen were active at the RJSCF making it difficult for them to get things done.
Whenever a businessman or a representative goes to the city's RJSCF office for getting a name clearance certificate or for the purpose of registration or any other job, the middlemen misguide them, the businessmen claimed.
When contacted, Ahmedur Rahim, registrar, declined to comment on the allegations.
Business-people alleged that the middlemen in connivance with some dishonest officials were making money by delaying delivery of their certificates.
While visiting the RJSCF office Tuesday, this correspondent found the office rooms full with middlemen. Some of them even approached this correspondent offering to complete "all procedures within a week."
For the purpose of obtaining registration, a company needs to have a name clearance certificate and a taxpayer's identification number (TIN), comply with the memorandum of articles, collect different types of forms and pay the fees.
M Jahangir, director of a proposed private limited company, told the FE: "I've come here after failing to get the name clearance certificate online."
He claimed that he had submitted his application for the name clearance certificate two days back.
Mr Jahangir said: "As soon as I entered the office, the middlemen flanked me and promised to manage the certificate within a few hours in exchange for a good amount of money."
The government agency has its help desks on the 9th floor, but they also take bribes for any job they do, sources said.
Joynal Abedin, who came to the office to get a name clearance certificate, said: "I submitted my online application Sunday at the help-desk in exchange for Tk 100. When I went there for a copy of the certificate, the officials responsible again demanded Tk 200."
He said he visited the RJSCF office three to four times until completion of the registration procedure.
Nazma, a staffer at the help-desk, denied the allegation, saying: "We are taking a very few amount from the parties as we are giving them emergency services."
