Creative questions and School Based Assessment (SBA)

I have been a teacher of a non-government secondary school in the city for more than twelve years. I have to set creative questions in the first term exams and do School Based Assessment (SBA) though I have no training regarding creative questions and SBA. I really find it difficult to do these two jobs.
This is the scenario of a city school and you can guess the situation in the rural schools.
There have been some projects working for improvement in the quality of secondary education for a long time. If creative questions and SBA do not enhance the quality of secondary education, these must be left out. Otherwise, all the teachers should be trained up immediately in these areas.
