Crime and punishment

IT appears that we have failed to locate crime and enforce appropriate punishment as per law of the land. I was a madrasha student 74 years back and I read a story in my textbook entitled Kabuliwalah by Rabindranath Tagore. In the story Rahamat Kabuliwalah did not hesitate to stab his client who failed to repay the money borrowed from him. Similarly Shylock, the Jew demanded a pound of flesh from his client in case he failed to repay his loan. This was known worldwide through William Shakespeare's drama, The Merchant of Venice.
We could know about facts relating to money lending affairs of banks and financial institutions. We know about giant bank loan defaulters like Hallmark, Destiny and others who plundered bank money, but they are yet to be awarded punishment according to law. Trial of these loan defaulters should be expedited and in all fairness appropriate punishment should be awarded to them. Otherwise people will lose trust in banks and the entire institution of bank will be in jeopardy.
