Introduction of tax-card can help the government increase tax collection through tax compliance and encouraging people by offering some social privileges as taxpayers, said a concept paper.
Dhaka Chamber of Commerce and Industry (DCCI) recently placed the concept paper to the Ministry of Finance and the National Board of Revenue (NBR) for consideration in the budget, and proposed to introduce the measure from the next fiscal.
The tax-card will provide various benefits and services to the taxpayers which will be monetary and non-monetary. It would also work as a status symbol or a privilege card, providing recognition to the taxpayers, the DCCI said.
It has been observed that genuine tax-payers also lose interest to pay tax, as they feel deprived of various benefits and services which normally should be available to them, the organisation added.
Talking to the FE, NBR Chairman Dr Nasiruddin Ahmed said: "It's a new concept. We are examining the proposal submitted by the chamber."
DCCI President Abul Kasem Khan said there is no difference between taxpayers and non-taxpayers at service and benefit delivery system of the government, which work as a serious disincentive to pay tax.
"We have proposed the introduction of tax-card, first-of-its-kind, to the Finance Minister. He has appreciated the propossal and assured the DCCI to consider it seriously in the budget," he said.
Tax-card holders will be able to enjoy privileges in medical services, ports, banks, hotels, schools, colleges, universities, capital market and government services, he added.
The concept paper has proposed to fix six slabs depending on the tax payment amount for providing tax cards.
Taxpayers who will pay up to Tk 50,000 will get green card, while very high taxpayers, paying above Tk 25,00,001 will enjoy platinum card.
Green plus card can be issued for taxpayers paid Tk 50,001 to Tk 2,50,000, followed by silver card for payment of Tk 2,50,001 to 7,50,000, gold card for 7,50,001 to 15,00,000 and gold plus for 15,00,001 to 25,00,000.
