Deal with ADB soon for PPP technical coop

The government will sign an agreement with the Asian Development Bank (ADB) soon to receive technical support from the bank needed to finalise big projects under Public-Private Partnership (PPP), officials said.
The Ministry of Finance (MoF) and the Manila-based bank have agreed the areas where the external cooperation will be required to enhance the internal capacity of the ministries to execute the future PPP projects.
"We are going to sign an agreement with ADB very soon as areas and methods have already been identified for cooperation in the initiative of PPP," a high official said.
"We have many things to do now after the approval of PPP guidelines and policy," he added.
According to terms of references (ToRs), the Asian lender will provide institutional support for PPP including drafting the operating procedures, design screening, development and financial assessment processes and preparation of draft terms and conditions.
Besides, ADB will develop an inventory of government policies, laws and regulations impacting PPP implementation, prepare draft organisation structure, job description, business plans and operating budgets for PPP office, the ToR said.
Technical cooperation will include training needs assessment, preparation of best tender documents for PPP related projects, establishment of a project steering committee, and creation of communication strategy for the PPP programme.
"The ADB will finalise its ToR by the middle of next year," the official said.
The government in the current budget included some large projects for implementation under the PPP concept. However, it failed to execute none of the projects due to lack of expertise in the bureaucracy.
