Dhaka to face anti-dumping hearing in Islamabad Dec 15

Dhaka will face a countervailing-taxation hearing in Islamabad next week as Pakistan has imposed 19.2 per cent anti-dumping duty on hydrogen peroxide (H2O2) export from Bangladesh, officials said.
Months back, they added, the National Tariff Commission of Pakistan charged the anti-dumping duty temporarily and asked Bangladesh to attend hearing against allegation of dumping chemicals in the former's market.
A team headed by the additional secretary of the Ministry of Commerce (MoC) and comprising exporters and government officials concerned is expected to attend the hearing to prove the allegation of dumping wrong.
The team members will request the government of Pakistan to withdraw the anti-dumping duty since the measure has been affecting Bangladesh's hydrogen peroxide export to that market.
"We will try to prove that the allegation was incorrect and urge them to withdraw the duty," a senior commerce ministry official told the FE Sunday. The sources said Pakistan alleged that 03 Bangladeshi exporters were dumping the chemical substance to its market.  Thereafter, a team of officials visited Bangladesh and had discussion with exporters and government officials, and later Pakistan imposed the anti-dumping duty temporarily.
Hydrogen peroxide is being used in bleaching and sterilising process in textile and paper and pulp industry. In general the chemical is used in bleaching, oxidizing, detoxifying and deodorising purposes.
In Fiscal Year (FY) 2014-15 Bangladesh exported hydrogen peroxide worth 1.36 million US dollars to Pakistan, being the second-largest importer of the chemical after India.    
Months back, India also alleged that Bangladesh along with the Republic of Korea, Taiwan, Indonesia, Pakistan and Thailand is dumping the chemical in its market.
The neighbouring giant has already launched investigation into the allegation which may lead to imposition of anti-dumping duty on import of H2O2 into its market from those countries.
In the fiscal year 2014-15, Bangladesh exported hydrogen peroxide worth $5.24 million to India.
The MoC official said Bangladesh Tariff Commission and private-sector exporters will be parties in the anti-dumping hearing in Islamabad.
He was hopeful that Bangladesh would be able to prove that it has not been exporting the chemical at a dump price.
