Digging up roads

I do not know how to say this, but will there never be any sort of coordination between the different departments of the government who have to dig up the roads for one reason or another?
There is not a single year that passes without us witnessing the laying of sewerage pipes, or water pipes, or telephone wire or tinkering with the gas line. One department digs it up then covers it, but the road is not repaired completely.
Then along comes another department which has no choice but to dig. Its personnel do their stuff and cover it up again before a third or fourth party comes and makes a mess of the road. And during the rainy season it is a veritable hell. The other problems are the manhole covers.
They tell us that the drug addicts steal the metal covers to cover their expenses for drugs. Can nothing be done to prevent these incidents? It is a bizarre scene to see all these open manholes with no initiative to cover them. I would like to draw the attention of the law enforcers whether they have a plan to nab these manhole cover thieves or have they decided that nothing can be done about them?
