Digital Bangladesh and the reality

LL are vociferously talking about "Digital Bangladesh" including the MPs, the Ministers and the Prime Minister Sheikh Hasina.
I have no clear idea about digital Bangladesh and why it is more important than the other basic needs like education, health, food and water, electricity, law and order situations and accommodations?
Everyone will agree that all mentioned above are very much in a vulnerable situation in Bangladesh at the moment.
Might be digital Bangladesh will dramatically change the mentioned bad situation into a favourable one.
Does digital Bangladesh mean internet facilities available to all so that people can access the internet optimally with a minimum cost?
The incumbent government have passed more that three months but they could not yet reduce the internet rate. At the moment the GrameenPhone charge for the use of internet for a month, is Taka 977.50 and the same for the BTCL is Taka 920. BTCL rate will be more as it adds the call charges.
BTCL call charge is also higher than any other cell phones. Cell phone to cell phone cost is 29 paisa per minute whereas call for BTCL to BTCL cost is 115 paisa. And the internet service of BTCL is horrible.
People are still waiting to see a digital situation in Bangladesh.
