Discontent in Bangladesh Railway

BANGLADESH Railway (BR), the largest state-run transportation sector, is running with a lot of problems. Some problems have been created by the Railway administration itself that evoked serious discontentment among the victims.

The BR authority has been ignoring the promotion of Senior Sub Assistant Engineers (SSAE) and Special Class Apprentices to the posts of Assistant Engineers for a long time.

More than 34 posts of Assistant Engineers, out of 50 sanctioned posts in Mechanical Department, have been lying vacant though the gradation list of existing SSAEs, working for the last 22 to 23 years has already been prepared by a high-powered committee.

In response to a query of the then communication advisor, the Director General (DG) of BR assured the Adviser in his letter no. E-3/SR-1/99-127 dated 8/08/08, that the necessary gradation list of SSAE is under preparation and their promotion issue would be settled soon according to the gradation list.

The high-powered committee has already submitted the said gradation list and the DG has also approved the list. Yet the promotion cases of SSAEs to the posts of Assistant Engineers are hanging due to the negligence and lack of administrative decision on the part of the Railway authority.

In this situation, an Assistant Engineer has to carry out additional responsibilities due to manpower shortage. For example, one Assistant Mechanical Engineer (loco) has been working with three additional responsibilities of three other assistant engineers. Such anomalies are prevailing all over the railway sector.

On the other hand, most senior Sub Assistant Engineers are being deprived of their promotion as Assistant Engineers for the last 15 years.

Now serious discontentment is prevailing all over the BR.
