Do we need a referendum for reform?

The proposed referendum on reforms has gained significant traction in recent days ahead of the election, as it is intended to be carried out simultaneously with the national polls.
However, there are several questions surrounding this referendum-such as how many issues will be addressed, and what policy stance will be taken if a voter agrees with some points but disagrees with others within a single ballot. These concerns inevitably raise doubts about the practicality and coherence of the proposed mechanism.
Undoubtedly, reform is an obvious demand for our country in order to establish a properly functioning democracy. Yet, there remains serious doubt as to whether the situation would truly change even after the proposed referendum, even if a "yes" vote prevails. Bureaucratic and administrative reform, electoral and political culture, and the balance of ruling power are identified as the major focus areas of this referendum.
Now the question is: if it is implemented, will we witness a drastic change in the present situation that could bring a positive transformation in political culture? Alternatively, while reform is necessary, this may not be the right time to pursue it in this manner. Rather, the immediate priority should be to rebuild democratic institutions and, accordingly, to intensify economic recovery in the greater interest of public welfare.
