Monday, 13 August 2007

The Election Commission (EC) has allocated over Tk 11.20 million for preparing digitised voters' list with photographs in Khulna City Corporation (KCC) and nine other municipalities.
"From one municipality to another, there is more than Tk 2.5 difference in per-voter expenditure," an EC source said in the city Sunday about the estimate of funds for the massive pre-poll task, starting off from Rajshahi to cover the country, reports UNB.
The EC has already ordered the nine district EC officers concerned to draw the budget.
The EC sources said the main task of voters' listing would officially start on August 19 in eight municipalities-Comilla, Mymensingh, Jessore, Bogra, Savar, Sitakunda, Raojan and Rangpur.
Enumerators and supervisors for the municipalities have already been trained by senior EC officials from Dhaka. They have informally started the task of voters' listing in those areas.
The major sectors of the budget that has been allotted for KCC and eight municipalities cover publicity, transport, including fuel, remuneration of the enumerators and supervisors, commodity transport, recruiting staff and others. Of these, about Tk 368,000 has been allocated only for publicity through loudspeaker.
The field-level staff would need Tk 7.28 per voter to enrol the voters in KCC while the cost has been calculated Tk 10 in Sitakunda municipality and Tk 8.0 in Meersarai that is just beside Sitakunda.
A total of Tk 35,03,180 has been allotted for the KCC from the total budget of Tk 1,12,09,216 while Tk 13,13,926 to Rangpur, Tk 10,11,448 to Comilla and Tk 8,95,194 to Savar municipalities.
