EC announces municipal polls plan

The Election Commission (EC) Thursday announced the election schedule for 269 municipalities in seven divisions across the country, setting the polling dates from January 12 to January 18 next year, reports UNB.
The elections will be held in four phases. As per the schedule, voting will be held in Rajshahi and Rangpur divisions on January 12, Khulna and Barisal divisions on January 13, Dhaka division on January 17 and Chittagong and Sylhet divisions on January 18.
Chief Election Commissioner ATM Shamsul Huda announced the election schedule from a press conference held at the EC's secretariat office.
The last date for submitting nomination papers in Rajshahi and Rangpur divisions is December 13, Khulna and Barisal divisions December 15, Dhaka division December 18 and Chittagong and Sylhet divisions December 19.
Scrutiny of the nomination papers will be held in Rajshahi and Rangpur divisions on Dec 14-15, Khulna and Barisal divisions on Dec18-19, Dhaka division on Dec 20-21 and Chittagong and Sylhet divisions on Dec 22-23.
Last date for withdrawal of candidatures in Rajshahi and Rangpur divisions is Dec 26, Khulna and Barisal divisions Dec 27, Dhaka division Jan 1 and Chittagong and Sylhet divisions Jan 2.
The CEC said out of 310 municipalities, polls will be held in 269 municipalities, tenure of 17 municipalities still exists while there is legal bar to holding polls in 24 municipalities.
The CEC said although the polls will be held at four different times but campaigning time for all candidates in all divisions will be held on same dates.
He said the additional deputy commissioners (general) will act as returning officers and district election officers as assistant returning officers for municipality elections at the district headquarters while Upazila Nirbahi Officer (UNO) will act as returning officers and upazila election officers will act as assistant returning officers for polls at upazila levels.
Huda said all candidates will have to provide bank account numbers and addresses with their nomination papers and they will have to make election expenditures from these accounts.
The CEC said the minimum election expenditure for mayoral candidates is Tk 200,000 and maximum Tk 500,000 while for councillors Tk 50,000 to Tk 2, 00,000. .
About the security money, the CEC said the mayoral candidates will submit minimum Tk 15,000 to maximum Tk 30,000 to the returning officers considering the numbers of voters as security money through bank pay-order or treasury chalan while the councillors will submit Tk 5,000.
"The returning officers will receive no cash money," he said.
Huda said all candidates will have to submit affidavit, containing seven information over non-judicial stamps worth of Tk 150 and all information shall be made public among the voters.
No showdown of supporters will be allowed at the time of submission of nomination papers, the CEC said, adding that the candidates will not be allowed to collect or submit their nomination papers with more than five people.
