Electricity wastage on useless traffic signals

THE automatic traffic signals no more work in what is now a hyper busy Dhaka city. Unlike in other modern cities, the traffic signals in Dhaka are only for show. The traffic police have been manually regulating the city's traffic while the signal lights change colour unnecessarily consuming electricity.
Quite frequently traffic policemen hold up traffic, coming from a particular direction, at intersections, for ten minutes or more. The waiting time can be twenty minutes or more at times for traffic from that direction.
How can Dhaka Metropolitan Police justify allowing traffic coming from a particular direction, holding up traffic for so long at intersections?
The authorities should stop wasting electricity on traffic signals or let those signals replace manual signalling.
