Enhanced market access for LDCs, labour mobility highlighted

Foreign Minister Dipu Moni called for improving quality of Official Development Assistance (ODA) and rectification of huge imbalances in terms of ODA per capital among the LDCs, reports UNB.
She asked for rationalization of distribution of aid that many donors allocate based on political, economic and strategic interests.
Dipu Moni stated this while co-chairing an interactive policy dialogue on quality and quantity of ODA for LDCs and their debt problem in Lisbon Saturday, according to a Foreign Ministry release.
The Foreign Minister highlighted the concern of gradual decrease of grant in the ODA mix and underscored the need for minimizing transaction costs of ODA, and make ODA disbursement and delivery flexible and predictable.
On external debt situation, she underlined that diversion of money from poverty alleviation initiatives and programmes to service debts has its own economic and social implications.
Dipu Moni stressed the need for full and comprehensive debt relief measure for highly indebted countries and for a case by case debt relief for other countries like Bangladesh .
The Foreign Minister asked for greater labour mobility, so that LDCs could benefit from migrants remittance as an innovative source of finance.
She demanded that rights of migrant labours must be ensured and called for reduction of migration costs. She said greater market access could be the best form of outside support for LDCs.
Dipu Moni asked for early conclusion of the Doha Round and underscored the need for securing agreement on free movement of service providers and extension of exemption of the LDcs from the obligations of patenting pharmaceutical products under the TRIPs (Trade Related Aspect of Intellectual Property right) agreement.
She attended a programme of the expatriate Bangladesh community in Lisbon and exchanged views on their livelihood, working conditions and concerns.
