Ensure safety of citizens first

Even after the High Court's order, the three former RAB officers are yet to be arrested. Why the government is taking time to arrest the alleged killers despite having clear instruction from the HC? The government would have shown its supreme alertness by quickly getting into action if the alleged killers were from any of the opposition parties.
 If the law enforcers are involved in criminal activities, their punishment should be more rigorous because it is their duty to save the lives of people. When they themselves turn predators, they deserve the toughest punishment. Wasting time to arrest the former RAB officials deteriorates the image of the ruling party.
We cannot claim ourselves to be civilised unless we stop killing people without fair trial. Many of my friends and family members are living abroad and they are shocked to read the news of forced disappearance, abduction and killings. Many of them wanted to come back to their homeland, but now they are glad that they are living in foreign lands where they have security of their lives.
I saw a sentence written on a construction site "safety first, safety always". The same motto should be followed by the government.
