Erratic behaviour on the roads

MORE often we break the rules in the streets. One driving a vehicle or pulling a rickshaw does not hesitate to break the rules. We find a majority of vehicle drivers making the city traffic difficult and chaotic. As pedestrians also we do not pay any attention to either the rules or the convenience of others.
Only a few people would be found crossing roads paying heed to traffic signals. While crossing busy roads many of us do not use the foot-over overbridge though it enables us to avoid heavy traffic on the streets and ensures our safety. People are even found taking the risk of crossing a road through the hazardous barbed wire instead of taking the safe path of foot over bridge.
Besides, the pedestrians are seen crossing roads whenever and wherever they want. They cross roads in the middle of signals and walk along vehicles, both of which can be highly risky though.
Should not such practices come to an end?
